He promised that, if elected, he would give the people a Repub lican administration that would furnish more defense at a cheaper cost and with less delay. Gen. Eisenhower said tehre was only one way to assure the nation -of “solvency and security” = by; eliminating waste and making| better plans at top political levels.

“Resulting frenzied expansion has meant disorder and duplication and waste,” he said. “It has meant am attempt by our Alr| Force to buy 20,000 super de luxe desk chairs at $10 above the standard model. Gen. Eisenhower said he had three principal objections to the! defense establishment as it exists under the Truman administration. He said: : ONE — “Our defense program! has suffered from lack of far.! sighted direction. } TWO-—"“Real unification of our armed forces is yet to be achieved. THREE—"Our defense program | need not and must not push us’ steadily toward economic col-| lapse.” Gen. Eisenhower's “new approach” to 4 national defense pro-| gram also included three promises: | ONE — A “weapons program, that is realistic” and “related to} tactical needs.” He said the na-| tion “cannot pretend to do everything in évery field all the time.”
TWO—Emphasize “simplicity In design” in weapons development, because “the progress of science warns against putting too .much confidence into today's best weapon.” He warned it may soon be obsolete,
THREE—More civilian cotinsel and direction. He said it is impossible for a professional soldier | to make “the exclusive judgment” in weapons production. Labor, tax, production and economic factors must be pooled, he said. He said he had two additional proposals to cut down the cost of military spending, One would create a civilian commission of experts in all fields to study Defense Department operations, including personnel, purchasing, transportation, supply, storage and other problems. The other would remove cabinét members from the National Security Council and staff it with meg who have “no other official utles.”
