The end of Regulation X again makes it possible for home buyers to obtain down payment loans for new dwellings, Ernest R. Lee, executive vice president of Indianapolis Morris Plan, said today. “Under the terms of Regulation X, prospective buyers of new homes were not permitted to borrow from two sources,” Mr. Lee. sald. “This ruled out secondary loans made where the purchaser did not have enough cash to make the down payment. “Although Indianapolis Morris Plan does not make mortgage loans, it has specialized in down (payment loans for many years until: forced to discontinue them by Regulation X. These loans are again being made, and usually the loan {8 made for two years,” Mr. Lee stated.
