tions on promotions.
moted despite the restrictions if salary increases are delayed until “the restrictions have been satisfied. The Whitten rider, first adopted in 1950 and twice revised, provides that most Classified (white collar) federal workers must) | serve a full year between promo-| tions, and can be promoted only one grade at a time. Under the new rule, a qualified, employed who has served at least a year in his present job, may be jumped two grades—if he doesn't receive the salary of his higher| grade until the Whitten rider] waiting period has ended. CSC told agencies in such cases| they must fill out a special form, | giving the reason for the action! and specifying the date on which the employee;will become eligible {for the pay of his higher grade.

Civil Service Commission says government checks bearing recently approved annuity increases for retired U. S. workers will be delivered in most cities by Oct. 2: This procedure will be followed: About Sept. 25, Treasury will mail checks to post offices. The offices will hold them until Oct. 1, when they will issue them to mail carriers for delivery. This, CSC says, will insure onschedule delivery of all checks. Under the recently approved Smathers-Duff Retirement Act, annuities will be increased $36 for each full 6-month period between the date the retired person first went on the retirement rolls fand Oct. 1, 1952, | | No increase can exceed $324 or |25 per cent, whichever is smaller. No increase will go to persons not on.the roll before Apr. 1, 1952.
Rule Revision? Civil Service Commission Is considering a change in government layoff rlues to protect rights of career employees who ose their jobs in reductions-in-force. When layoffs come, agencies may separate employees, or place them in leave-without-pay status for_a year. Career workers separated outright get only temporary appoint-| ments when reinstated in government, losing their status as ‘“permanent” employees. But an employee in leave-| without-pay status can be reinstated with a full permanent
During the leave-without-pay, period, he has first claim on any, vacancy which opens up in;any| \ part of His -agency within the, ‘general commuting area.’ Because they claim this “ties them up,” most agencies are re-
\pay privileges. The new proposal is that agencies be permitted (but not required) to restrict employees’ rights to vacancies to the par-
[ticular bureaus which laid them
loft.
| Supervisors Criticized
| The investigating staff of the Senate Post Office and Civil Seryice Committee charged, in a new report, Federal agencies do a poor job of selecting the supervisors. It charged: | “ONE -- Technical proficiency {of supervisory candidates is {stressed to the detriment of lead-
lership qualities and ability to get!
lalong with people. The practice lot promoting the best workers to
supervisory positions has proved
disastrous in many instances. The experience of both private [business and governmental or{ganizations has demonstrated [that technical skill in many su{pervisory positions is less im{portant than the ability to lead employees. The established fact that the best work producer need not be the best supervisor has {been ‘disregarded. i “TWO--Seniority has been un{duly emphasized. This limits the {number of candidates with high [supervisory potential, deters men {of ability from remaining in the organization, makes. it virtually impossible to uncover obscure candidates. | “THREE--Supervisors tend to |be chosen without full and adequate consideration inasmuch as there ig no reservoir of potential supervisors from which to choose when a vacancy occurs. The logi cal result is a lag in production and efficiency, “FOUR — Organizational lines are seldom crossed. There is a tendency to fill a supervisory vacancy from within the particular section in which the vacancy occurs. The area of competition is thus substantially ‘narrowed; this, in turn, narrows the field of applicants from which selection may be made. “FIVE—Undue emphasis has been placed on personal knowledge of a candidate by the se|tectors to the detriment of those {less well known. There is a lack iof procediral method to determine ability of candidates not per{sonally known.” The committee staff has proposed all agencies be required to {set up promotion systems which {would { Provide the supervisory gelec{tion program shall be stated in
