BOMBAY, India, Aug. 13—They finally caught up with Bhupat, India’s one-man Murder, Inc. who has 85 killings on his record. But at the moment all they have him in for is a year's sentence for illegal entry into Pakistan and unlicensed possession of a shotgun. Extradition of the bandit, who baffiled Indian police for more than three years, is now the subject of frantic negotiation on the part of the .Indian government, there being no extradition agreement between India and Pakistan. Bhupat Makwana, known as the “Maharaja of Murderers,” is wanted in India for the brutal slaying of 79 persons in Saurashtra State and six in the Amreli district of Bombay State,
