U. S. Occupation—

Japan Lists Gains, Losses

By Keyes Beech

TOKYO, Aug. 7 (CDN)—The torrent of “inside” stories

about the American occupation, most of them highly crit-

ical, is beginning to subside.

crats, ex-generals, ex-diplomats, go-betweens and working newspapermen—have just about run out of things to expose. The Japanese press, including newspapers, magazines and pamphleteers, is now concentrating on the plus and minus aspects of nearly seven years of American rule. What Japan lost and want it gained depends on who's talking. Liberals feel that Japan gained a great deal during the early reform period of the occupation which lasted about two years,

Counted among the gains are democracy, guarantee of fundamental human rights, a new education system, a spirit of criticism, the benefits of American technology, the abolition of emperor worship ‘and establishment of parliamentary government. On the debit side Japanese list these items: Too hasty and often ill-advised reforms unsuited to

One reason is that the authors—government bureau-

The rash of. ‘“now-it-can-be-told” stories, which: probably reached its peak a month ago, was touched off by the publication in Japan of “Japan” Diary,” a lopsided leftist view of the occupation, by Mark Gayn. Practically every Japanese publication of any importance was

when Japan regained its independence, Apr. 28.

‘Arrogant Show-Off’

No American official of any importance ‘has escaped. Gen. MacArthur -i§ now pictured in many publications as an ‘arrogant show-off” because of his aloof, unsmiling, attitude toward the Japanese people. Older Japanese were offended because Gen. MacArthur never called on the emperor, it is said. The Japanese press was also “loaded” for three of Gen. MacArthur's chief lieutenants, Maj. Gen. Courtney Whitney, who headed the government section, which drafted the Japanese constitution and other major
