: BY CARL HENN Combined health and hospital facilities in Indianapolis
and Marion County will cary
The cost of operation was made public last night as the envelope. newly created Health and Hospital Corp. of Marion County
held its organizational elected officers budget. To: finance the budget. a levy of 47.4 cents would be necessary on each $100 of assessed valuation throughout city and county.
Would Boost Tax
It would add an estimated 5 to 6 cents on top of the record increase of $1.40 already proposed as the combined city-school-county tax rate for 1953. and would add nearly 40 cents to the tax rate of Marion County residents outside Indianapolis. Stephen C. Noland, Republican publisher of the Marion County Mail, was elected chairman of the corporation at last night's! meeting, to serve until the annual meeting in January next year. Mr. Noland said the extra revenue will be needed to finance | administrative costs, since the new group will have to provide services now performed by regular city and county officials. ®r. elected vice chairman. Others on Board Remainder of the five-man board is composed of Bernard Curry, Republican county resident, twice trustee of Warren Township; Mrs. Osma Spurlock, Indianapolis Democrat, social worker at Flanner House, and D, A. C. Hill, Republican - city resident, labor relations expert for Inter-| national Harvester Co. Because the legality of this corporation is still in <question before the Indiana. Supreme Court, it is necessary to make parallel provisions for health services in the city and county budgets this year. Should the Supreme Court uphold the ruling of Superior Court Judge Norman Brennan that this group is illegal, the city and coun-! ty will continue to finance health services separately. i However, should the high cov] hold the group legal, it will have! prepared a budget to finance its operation, Meanwhile, the Marion County | Home's 1953 budget is ready as| an alternate if the new Health| and Hospital Corp. is found {llegal. It provides pay increases for! all of Julietta’s employees. Ward attendants and other, workers will receive boosts of from $5 to $50 a month if the] $13,000 salary increase Is approved by the County Council. The increases have been recom- | mended by civic and official] groups as a means of attracting better employees. Typical of the present wage] scale is the $90 a month for ward attendants. Under the new budget, they would receive $110. Julietta Supt. Daily E. McCoy | is seeking a $1500 a year increase for himself. His present salary is $4500, plus room and board.

The new budget also proposes to. eliminate the job of matron at $1200 a year, now held by Mrs. McCoy. Instead, the new position of assistant superintendent would be created at a salary of $3600. : Another $30,800 is requested to centralize Julietta's many Kkitchens, which has been advocated by the State Welfare Board and several grand juries. The salary boosts and proposed remodeling of the county home call for a $127,445 increase in the total--budget. The spending program is set at $411,265, gompared with $283,820 this year. Meanwhile, the County Council was asked today for an emergency appropriation of $15,635 for repairs at Julietta.
