By United Press KANSAS CITY, Mo., Aug. 2— Democratic National Chairman Frank E. McKinney indicated toi he wanted to surrender his idership of the party organiration and let someone else masthe coming presidential impaign. The Indianapolis banker also made it clear as he left an hourng conference with President I'ruman ‘that the President’s role in Gov. Adlai E. Stevenson's ympaign was still vague. The Democratic nominee asked Mr. McKinney to remain as national chairman after the najonal convention. Mr. McKiney agreed to Gov.
