By United Press “ WASHINGTON, July 31—The Atomic Energy Commission made public today a semiannual report which gives Russian spies plenty to worry about—but not much to send home. The 125-page report to Con-| gress sald, in effect, that the; United States atomic program is| doing just fine: A-bomb production is “increasing” steadily. “Substantial progress” has been made in perfecting new weapons. Larger supplies of uranium ore are pouring in from Canada and Western United States, and new sources are opening up in Australia and South Africa.
