U. S. Voices Regret To Lattimore After Biting on Phony Tip
By Uni
WASHINGTON, June 28—The State Department publicly apologized today for imposing a foreign travel ban
against Dr. Owen Lattimore
The Far Eastern expert replied bitterly that the weird
episode shows “how close we are to government-by-informer.” “As this incident shows, American citizens are now vulnerable to being deprived of their freedom and liberty merely because they have been denounced, and without reference to the validity of the denunciations,” Dr. Lattimore said.
He drew a parallel between his|
own ‘fantastic case” and police state methods.
“In Communist and Fascist
countries, it is common for people to denounce their neighbors,” he said. “They do it because they no longer believe in the Ninth Commandment (“Thou shalt not bear false witness”), but only in the rule of brass knuckles and because, like Mr. Jarvinen, they want to curry favor with the allpowerful authorities.” Tipster Indicted A federal grand jury in Seattle, Wash., indicted Harry A. Jar-| vinen, ah executive of a travel agency, for giving false information to the Central Intelligence Agency and the FBI
Mr. Jarvinen had reported that|it is essential to the future of the
Mr. Lattimore, a professor at|
Johns Hopkins University, Balti-/me because of a drunken state-
more, and target of pro-Commu-| nist charges by Sen. Joseph R.| McCarthy (R. Wis.), planned a! round-trip to Moscow. That report, passed on by the | CIA, caused the State Department | to direct Customs officials to! make sure Mr. Lattimore did not| leave the country. Gerald Shucklin, attorney for Mr. Jarvinen, said in Seattle that the whole case resulted from an accident at a cocktail party at whichithere was “too much drink-!
ing. ” ? } |
He said Mr. Jarvinen, an of-! ficial of the “Where To Go Travel| Agency,” remarked during the] drinking that Mr. Lattimore was|
i about: to-go to- Moscow: He sid: =F oma “agent -overhesrg it, ro
“No one would have been justified in acting on that statement.” Mr. Shucklin told reporters. " Credits FBI Dr. Lattimer credited the FBI, which tracked down and exposed” the Jarvinen “story,” and “our free press” for forcing a retraction and said: “The CIA must be taught that this an agency of a democratic government, and not the secret police in a totalitarian state. “The State Department must be taught that a citizen of the United States may not be restrained or
deprived of his liberty on the basis!
of a false and irresponsible statement or the scandalously irresponsible report of a so-called intelligence agency, and that its primary duty is to protect and not
to destroy the rights and liberties |
of free Americans.” The 8tate Department an-| nounced revocation of the stop-
travel order in a 250-word state-|
ment which said “the FBI has notified the department that the original informant has admitted] that the story which he furnished |

concerning Lattimore's alleged travel abroad was a complete fabrication.”
It continued:
“Accordingly, the department| has revoked its confidential stop jorder against ' Mr. Lattimore. The Department of State expressed to Mr, Lattimore its sincere regret over the embarrassment caused him.”
If there is any more to the Jarvinen story, Mr. Lattimore said, “I hope the government will get to the very bottom of it.” “But my real hope is that this fantastic case will make clear to, the American people that there are both amateurs and profes-| sionals at work in our country; blasting the reputation of inno|cent people and undermining our! democratic values,” he said. “They are today’s lynch mob, operating on a grand scale supported and inspired by highly placed officials.” | Further, he said, “I believé that
{country that what happened to
iment of an amateur informer {shall not ever happen to anybody else. »

Truman Signs | Marine Bill --
By United Press WASHINGTON, June 28-—Pres-
ident Truman, who once called the Marine Corps the Navy's police force, signed into law today

Chiefs of Staff. Under the statute the Leathernecks must be maintained at not less than three combat divisions and three air wings. The ceiling

An Old Army Man At one time, Mr. Truman com-. plained the Marines had a propaganda machine second only to Stalin’s.
