Young said he will file an affidavit charging perjury against Frank Calloway, a Franklin factory worker he said was Levy's partner in the scheme. ‘Here's how it worked, according to Mr. Young, Marion County Prosecutor Frank Fairchild and state police: Calloway apparently solicited persons named in newspapers as convicted drunken drivers and helped them fill out new applications which authorities believe Calloway obtained from an auto license branch. i
