FOUR—A new and drastically Jevised government layoff sysWith the exception of the new, layoff system, all changes are to into ‘effect before the end of une, The layoff revision probably will be announced in July. Here are the details:

Appointment System

Under it, probational (permafent) appointments will get a new label, career, and method of acquiring them will be changed. Requirements for indefinite appointments will be altered. A pew-type appointment, to be oalled reserve, will be created between indefinite and career status. Career appointments will carry permanent Civil Service status and anent job rights, as probational appointments now do. All present probational employees will have their appointments converted to career. Their present rights and privileges will remain unchanged. Reserve appointments will go $0 about 400,000 non-postal indefInite employees who entered goverament by passing regular Civil Service exams and to future employees hired through exams. |! Reserves will acquire Civil Service status, now granted only to permanent employees. In contrast to permanent workers; their Job rights will continue as indefinite. In the past, except in emergency times, employees entering government through Civil Service examinations customarily have received probational (permanent) appointments immediately. Pay Plan Approved

Wage Stabilization Board has °Y those who transfer to defense

approved Navy Department's proposed new pay system for diem (blue collar) supervisors.

And Navy plans to put the new Breeders Meet

system into effect . . . Navy-wide, early in January, with indications Army and Air Force soon will adopt similar pay plans. Under the Navy plan, supervisors will get a flat percentage differential over the pay of those they supervise — instead of the present cents-per-hour differentials. Leadingmen will get 25 per cent; quartermen, 40 per cent; and chief quartermen, 55 per cent, with proportionate percentages for other classes of supervisors. This will mean pay raises for all involved.

For CPC Employees

Civil Service Commission formally has asked Congress to take

an estimated 75,000 Crafts Protective and Custodial (CPC) employees out from under the Classification Act, and place them

der agency wage boards, 0 pond mean Thay

Guards, messengers, and fire

fighters would remain under the Classification Act, under the CSC! plan. They would be transferred from the CPC pay scale to the] so-called General Schedule scale, which then would embrace all

Postal Appointments The same ‘presidential order also will give the postal service authority to resume making a *normal” number of permanent (cereer) appointments. : And it will direct the conversion to career status of present {ndefinite workers—provided sufficient vacancies exist. ONE —Those originally appointed from registers (lists of rsons who have passed Civil jervice exams) will be converted to career status within 30 days. TWO — Those whose original appointments weren't from regfsters will be required to take the first Civil Service exam which opens up for them. If they obtain 8 grade of 75, five points higher than the usual passing mark, they then will be eligible for career status.

Pay Cut Employees who are converted from indefinite to reserve status under the new system will get) sbout a 5 per cent cut in take-| home pay. - This will apply to the one out of six federal workers who will be converted soon, and to those gonverted in the future. Indefinite employees are under the Social Security System, payIng into it 1% per cent of their salaries up to an annual maxipaum of $54. All reserve employees, however, will be under the Civil Service Retirement System, into which they will pay a flat 6 per cent of their basic salaries. Officials say reservists will be allowed to obtain CS Retirement gredit for their service under. Soeial Security—provided they pay into the CS System for the period Of this service. Those who fail to do so will find their eventual! CS retirement benefits reduced.

New Layoff System Under the present complicated system, fedéral employees are divided into 23 groups for layoff purposes, Under the new sys-

tem, to be announced in July,

there will be eight groups: ONE — Veteran pour. ployees. TWO-—Non-veteran careerists. THREE — Veteran conditional

Make Your Flagstones Where They'll Lie

By HUBBARD COBB When we were a good deal younger the country was full of nice flat stones and all anyone had to do when one wanted a flagstone walk or terrace was just to walk around lifting up

those nice flat stones and putting

them down where they were needed. Now we are not so young and there don't seem to be so many of these flat stones. What we do in this case is to use concrete instead.of stone. To make the job even easier we don’t even need to build forms and

concrete becomes hard, there's

the paving. The hole should be

about 4 inches deep and the sides of the opening should be made as

and how does one make the choice. Well, any kind of heating system, steam, hot water or hot air, will keep you nice and snug all winter if the system has been properly designed, properly installed and properly serviced. In short, it's the men in back of the system who are really important—not just the system itself. If we were in the market for a new heating system, which we aren't, we'd start off selecting a new one by visiting friends who had just built or just had a new system installed. We'd ask them
