. A plan for more frequent pupil achievement tests in the public schools here was approved by the _ School Board last night and wilt be started in September. At the same time the Youd gave tentative approval to an emergency school budget of $10,~ 960,117 for the period July 1 Dec. 31. Adoption of the emergency budget will follow a public hearing June 24. Dr. Herman L. Shibler, superintendent of schools, proposed more “mental ability” and , achievement tests be given annually throughout the school sys- 8 * tem. The results, he said, would help parents and teachers guide pupils in their school work. The emergency budget, which § will become a part of the regular. annual budget to be prepared in August, is about 10 per cent higher than last year’s.
