‘Recalls Seeing A Bomb’ Pape

By RALPH DE TOLEDANO UITCASES and . briefcases literally loaded with secret documents taken from nearly all departments of the United States government were discovered in the offices of Amerasia magazine, on a late Sunday night in March, 1945. They were found by Frank Brooks Bielikki, Director of Investigations for the American Office of Strategic Services (088) and his aids, most of them former FBI men. Mr. Bielaski's description of these documents, which he gave under oath before a congresgional committee, was told in yesterday's chapter of this series. Later Mr. Bielaski repeated his testimony for the Senate Foreign Relations Subcommittee, sometimes called Tydings “whitewash committee.” added several startling details: “This is something I have never repeated in public or anywhere, but which I think must be told here; an envelope . . . a little bigger than this (indicating) was there . . . The envelope was open on the table, and there were quite a few of these documents (in it).”

Mr, Bielaski listed the top | secret documents in this envelope.

“The third document which 1

remember, and of which I do |

not remember as much as I wigh I did, had to do with a

new bomb, which I thought at |

that time (March, 1045)~ was merely a . new piece of | ordnance

merely a capital ‘A’ with quo- |

tAtion marks on each side, and it didn’t say ‘atomic’ or what ., It seemed to me it was

get hold of him, he might ask Assistant Secretary Julius Holmes , . . to be present. “The General, Major Monigan (an OSS legal assistant), and I went up to the Wardman Park,” Mr. Van Buren has testified. This was less than 24 hours after Mr. Bielaski had |! entered the Amerasia offices.

“GOOD EVENING, Ed.” Gen. Donovan said to Mr. Stettinius. “I've got something here that | will be of great interest to you.” i

While the Becretary looked | through the documents, Gen, Donovan explained the circumstances under which they had | been found. Mr. Stettinfus | | turned to Assistant Secretary | Holmes and made one of those revealing yet cryptic remarks which raise questions as well as eyebrows: “Good God, Julius, if we can get to the bottom of this we will stop a lot of things that have been plaguing us.”

Alger Hiss and Laurence |

(Duggan ‘jumped or from a 16th floor window in December, 1948, when the Hiss-

Chambers case filled the news- |

papers. Shortly before that, he showed great agitation when

he was questioned by the FBI.)

There were rumors of leaks in the State Department, of a strong Red cell there, of puzzling behavior on fhe part of certain officials at the time Gen. Donovan called on Secretary - Stettinius. Even President Roosevelt had complained that State Department secrets had a habit of finding - their way into the newspapers. What was ‘plaguing” Mr. Stettinfus? His remark was never explained. The conference at Secretary Stettinius's apartment broke up when the Secretary thanked Gen. Donovan and teld him that he would take all the necessary - steps as soort as he had a Ehance to confer. with his assoss the next. day. Mr. ‘Bleltski

Ra) called in by top OSS offi- |

clals shortly thereafter and told that the matter was out of his’ hands. “I made only one stipulation [in turning over the case to the State Department],” Mr. Bielaski.said, “that was that I and my men were so apprehensive about this whole thing, that ‘somebody must do something about it. “We did not want ‘to sit by

and see this thing go on. We | it

wanted action. We wanted in a hurry. We thought something should be done within a week. They promised action would be taken within a week.

It was only six days later that the Federal Bureau of Investi- |

gation moved in in New York.” NEXT: Following a Winding Trail.
