Assert Law | Changes Need

To Be Made |

By DONNA MIKELS

The Indiana State Welfare De-| partment today got a pat on the! back from the legislative com-!

mittee set up to investigate it. As the committee met here today with the State Welfare Board, one member said _ the! committee has found general efficiency in the state and county, departments “above the average of private industry.” “So far in our investigation the,

efficiency of welfare departments

has been above average,” said

State Rep. William O. Brown,

Sullivan. “As far as finding any! inefficiency in the departments! themselves, we haven't.” “The only places where we have found changes should be| made is in the welfare laws themselves,” added Mr. Brown. “In instances where there have been things we consider questionable the welfare workers are simply obeying the laws.” The committee was called to session yesterday by its chairman, Sen. D. Russell Bontrager. Today the committee joined the! regular meeting of the State Welfare Board, to be followed by a session of the legislative committee. In a “surprise” visit to State Welfare Administrator Maurice 0. Hunt yesterday,- the committee questioned use of public funds to finance college studies of social workers. Two-Way Program The welfare department has a two-armed program which is financed by federal funds under which: ONE—Staffers in state and county welfare departments can take leaves to complete graduate work, drawing federal funds to finance their studies. TWO — High-ranking students chosen by a screening committee may join the welfare department staff and complete their work on a training status.

The state administrator said }

some question had risen over the fact that the funds are not limited to Indiana residents or to

club owner in Manila, scoffed at the accusations, saying he was "only trying to help."

Decline Seen In Welfare Tax Rates

The State Welfare Department today predicted a decrease in wel-| fare tax rates in many Indiana counties In the coming year. At regular meeting today, the) board studied trends in public as-| sistance expenditures and case-|S loads throughout the state, pre-| paratory to budget preparation. William R. Sterrett, department, statistician, told the board and] {the legislative welfare investigat-| ling committee which sat in on [the session that downward trends

{in public assistance expenditures

land caseloads probably will continue in the coming year. However, loads will decrease at a slower rate than during the past 18 to 20 months, he said. Some Increases Loom At the same time the statisticilan warned there may be increases in assistance loads and costs in those Indiana counties where “employment conditions have changed drastically.” Those counties were not named. The downward trend will apply only-to public assistance-—old age and aid to dependent children payments, No Change Seen No change was foreseen In caseloads of two other welfare programs, care of children in in(stitutions and foster homes and {the hospital commitment \ plan. |And increased costs of care and [treatment might bring higher ex-| {penditures in these programs. One bright note here, Mr. Ster-| rett sald, is that increased payments from persons who are gable to “part pay” for their

. |children’s care or for medical aid {may offset the increased costs.
