No Resolution on It, One Member Says

Confusion today clouded the Indiana Parent-Teacher dispute over federal aid to schools. | An-article in today's Star attempted ‘to: point out that “loss” of a purported PTA convention] resolution opposing federal aid! “apparently muzzles the voice of |Indiana” at the upcoming nation-| ‘al PTA convention. | The resolution never existed, said Mrs. Robert F. S8hank, state member-at-large, She denied the] state delegation’'s voice had been] “muzzled.” No resolution revers-| ing state support to federal aid] had heen presented or voted on iat last month's convention, she said. The PTA here has been split by an insurgent group's attempts to reverse the state organization's policy of supporting federal aid! to education, There is a possibility the federal aid opponents will try to force the fight into the national sessions starting Monday.

; Resolutions on Record | Robert Beckman, temporary. chairman of the “Federal Aid Study Group,” which is rebelling against federal aid, said he didn’t “understand that story at all.” What actually happened at last month's convention .was this: Several local PTA units had adopted resolutions opposing fed-| eral aid. They presented them to state officers who read them to delegates to ‘put them on the record.” They were not up for action. The unit resolutions were then to be sent to national officers, |

But she said that had little, bearing on the issue, for this reason: ? Any action proposed for the! PTA legislative committee must reach that committee in writing 30 days before the committee meets. It will meet Saturday. Had the state organization acted on federal aid, its proposal would have had’ only oné day to reach national headquarters after close of the state convention. Mrs, Shank, said, however, the unit resolutions were to be sent on without recommendation. When the convention closed Apr. 17, the state PTA still was supporting federal aid to education, 'Its .stand cannot be re-| versed until a vote is taken in all} state local units. That vote will] come this fall.
