The argument centers on the safeguard which the U. 8. insisted on writing into the Atlantic Treaty to avoid conflict with the U. 8. Constitution, which gives only Congress the right to declare war, That provided that, although attack on one North Atlantic Treaty Organization (NATO) member would be considered an attack on all, each nation need take only “such action as it deem necessary.
