By United Press WASHINGTON, Apr. 17 -- Sec, retary of Cgmmerce Charles| Sawyer planned new talks with steel union and management officlals today in a last-ditch effort to avoid imposing a pay increase on the industry by government fiat, Mr, Sawyer, who is nominally running the seized industry; was expected to meet separately again with CIO President Philip Murray and President Benjamin F. Fairless of United States Steel Corp. A Sawyer aid, asked if his boss was “mediating,” said he did not know what Mr. Sawyer might ‘have up his sleeve.” There was widespread belief, however, that Mr. Sawyer would be forced this week to order into effect at least some for Mr. Murray's 650 Steelworkers.
