Howard McGrath refused to let me investigate his office, he was defying his President. I just couldn't believe he could get| away with it, But he did for Sight days. At least, McGrath's action ended the lip service, the duplicity, the double dealing and hypocrisy that had dogged my steps from the first day I went to work in Washington, Feb, 4, to clean up corruption in the federal government, His action brought my status to a head. Either I was to investigate or 1, wasn't. Either I had the backing of the President, as he had indi-

From the day McGrath defied the executive order and refused to permit my investigators to examine his records, it was MecGrath or I. ‘The President had to act, and quickly. But it took eight days and, apparently, my firing by McGrath to bring presidential action. n it came, it wasn't what I had expected. I had thought the President might fire McGrath and then call me over to the White House and say: “Look, Newbold, I have tried to do everything for you. You know I have given you everything you have
