Why Investors Are Shy

President Truman posed the fssue squarely to investors when he ‘told former Defense Mobilizer Charles BE. Wilson that profits of the “steel industry are continuing at extraordinarily high levels” and amount to “a good many times . . . any increased costs under the recommendations.” Admittedly, the industry's earn ings exceed the esitmated cost of the wage-and-fringe boost, But is that a fair test of their reasonableness? The steel industry has consistently earned a low rate of return on its net worth-—8 per cent in the 27 years from 1925 1951, as against 10 per cent for the manufacturing industry as a whole and 17 cent for autos and trucks, No wonder steel stocks sell below their book value, Capital shies away from a lowreturn, particularly in a feast-and-famine Industry like steel, The steel dispute merely brings
