As long as Gen. Ridgway was technically—but only technically -in command of our naval forces in the Straits, the Reds felt they could slip that into the discusgions. Now, Gen. Ridgway can truthfully say ne has no responsibility. or authority over the fleet.
The move also anticipates the end of the Japanese Occupation, when Gen, Ridgway-—or his successor—will be commander of the U. 8. garrison in Japan. As such he will be in one sense be a quasiagent of the Japanese Government, in that his troops also are Japan's defense forces, That is a full-time job in itself, Moreover, some feel here that the Japanese, when their sovereignty is restored, would resent their inclusion in an “area” theater, along with Okinawa and Guam. They might interpret that as some sort of colony status. The Japanese are sensitive, and sometimes feel slighted
