The Good

FIRST—Creation of a strong European defense army moved another step toward reality at the conclusion of a successful meeting of North Atlantic Treaty nations at Lisbon. Foreign, de-'? fense and finance ministers agreed on .creation of a 50-divi-sion ‘army under Gen. Dwight ‘D. Eisenhower, agreed on participation of German forces in the army and on the financial burden Germany must bear, and admitted Greece and Turkey into the defensive alliance. TWO--British rand Egyptian representatives held preliminary talks in an atmosphere which was the most hopeful yet for eventual settlement of the troublesome Suez Canal dispute. Egypt, with the apparent backing of other Arab nations, appeared willing to enter into some kind of a Middleeast alliance tied to the West on the condition that British troops evacuate the canal zone within a year. Both sides were anxious for agreement, but the British will insist on adequate guarantees of the canal's safety. THREE — The United States and Japan agreed on the establishment of United States Air, Naval and Army bases in Japan for the defense of Japan and ag a barrier to further Communist expansion’ in -the Pacific. The agreement becomes effective aftel ratification of the Japanese peace treaty. Japan will continue as a base for carrying on the war in Korea.

The Bad

ONE — Three issues remained unsettled in the Korean truce talks, and two of them could delay peace indefinitely since neither. was capable of compromise. The Allies were standing firm on their insistence that prisoners of war have the right to decide where they will go after release, and on their refusal to accept Russia as a “neutral” in the war. United Nations negotiators announced they never would, treat from either stand. The third issue—construction of military airports—probably can be compromised. . TWO—French forces in IndoChina abandoned the fortress of: Hoa Binh, some 40 miles to the
