TOLEDO, Feb. 18 (UP)-—Base-ball and civic officials will meet here tomorrow for what may be a showdown meeting on whether the Toledo franchise in the American ‘Association will remain or he transferred to Charleston, W. Va. The league is anxious for a decision, which means that tomorrow's meeting may decide the question. The Chamber of Commerce asked for the conference with officials of the Toledo-team and the league. General Manager Danny Menendez, who purchased the team last year, has said that the team is out of debt but needs more money to launch the season,
