WASHINGTON, Feb. 16—An estimated 450,000 federal

employees, including one out o

f every five in the Indianapolis

area, would benefit almost immediately under a proposed

week by Civil Service Commission. : They are so-called indefinite

employees who won their government jobs by taking regular, gompetitive Civil Service exams. Here is the story. Government has about 1 million Indefinites, including the 450,000 who got their jobd by exams. They have no / Civil Service status, and only temporary job rights, But under CSC's proposed system, the 450,000 would get a newtype appointment, tentatively labelled probational - indefinite. With it would go permanent status—and preference for eventual permanent job rights. That-is only part ©f the story. Government's permanent staff would be held at a fixed level And as vacancies developed in this staff, the probational-indefi-nite appointments would be converted to permanent ones, carrying permanent job rights as. well as status, Officials here say as many as 200,000 probational indefinites might be “converted” within the first year after the conversion process started. They have yet to this should be launched almost immediately—or wait till the end of the national emergency. ‘ Along with the ceiling om permanent workers in government, there would be ceiling for each agency. Agencies would be prohibited from singling. out workers for conversion from probational-in-definite to permanent appointment All probational-indefinites doing the same kind of work would be given an equal chance. In cases where the number of those eligible exceeded the number of available permanent vacancles, the agency would resort to a variation of government's re-duction-in-force process. Employees would be, rated according to seniority, performance, and veterans preference, Those with highest rankings would be permanent appointments. |

Navy has asked Wage Stabilization Board to approve a a new pay system for the 14,500 supervisors who make up. roughly 1/20th of its 300,000-man per diem (blue collar) force And Navy's Office of Industrial Relations, which authored the new plan, says it wolild bring immediate 4 to 5 per cent raises for those affected. Since 1946, supervisars have received a fixed amount above the pay of those they supervise. Each Navy installation: bases this differential on the average of the rates it. pays to five “basic” trades —machinests, pipefitters, electricians, sheet metal workers, and shipfitters.. * Under the new plan, a perctentage differential would be substituted :.for the dollars-and-cents differential. TWO—CSC doesn't “believe former government employees should receive preferential treatment by having cost-of-living increases paid ‘from the Civil Service Retirement Fund'-—even if Congress votes added money to the fund

THREE-—Congress has been “very generous” to retired emplovees. in proportion to what

they contributed to the fund. In-! creases would be a “gratuity,” and should not be charged to the| fund or administered by CSC. | FOUR-—CSC sees “no equity or| logic” in giving cost-of-living] gratuities to retired federal em-| pldvees, while denving them to others. “It cannot recommend that taxpavers he asked . . . to protect only retired government employees from. decline in the purchasing power of their “contractural obligations.” FIVE—“The problem should be considered from a national viewpoint, with required cost-of-living additions to present income being considered under the.
