Communist Party sent a steady stream of promising young members to Moscow - to learn Lenin's doftrine of Red revolution, > One reformed Communist has said that between 1928 and 1936, alone, several hundred U. 8. reds traveled by devious routes and methods to the Russian capital for Communist training. Some stayed &¥ long as two years. When they returned, their job was to spread the doctrine at Communist schools in this coun. try and put it into practice. The story is being pieced to-

the Subversive Activities Control Board. = Attorney General J. Howard McGrath started the proceedings to force the Communist Party to register as a foreignscontrolled organization under terms of the McCarran Act. One former Communist who studied in Russia said Reds selected for the trip had to be under 35, must have been active in the party for at least five years and have demonstrated themgelves above average in Communist ability. Manning Johnson, once an influential Communist in the Buffalo, N. Y., area, listed these as the qualifications necessary to make the grade to Moscow, “Loyalty, devotion, stability, willingness to sacrifice, knowledge of the general line: of the party, capacity for leadership, willingness to submit to party directives and discipline.” If members measured up, they still had to win approval of four Communist buddies, some of them international. A . Mr. Johnson said he and other Red leaders tried to keep it secret when a member went to Moscow for study. They frequently had to .cook. up alibis: Generally, he gaid, they simply would ‘tell inquirers that absent colleagues had gone to another city to seek em-| ployment, } It was common practice for the party to pay traveling expenses. Joseph Kornfeder, a former Moscow-trained Red, said the! party paid for him and four others to make the trip in 1928, He said he was given false identification papers which took him as far as Berlin .where he surrendered them to Red officials who, in turn, provided necessary papers to get him into Russia. | “In Moscow, the Communists]
