House Committee Charges—
By ANDREW" TULLY

The armed services’ ‘habits are
buying costing the taxpayers $5 billion extra a year, a House . armed
subcommittee charged today. Primary reason for this waste,
a subcommittee spokesman said, is the lack of a standard catalog of ‘supplies -which would permit?
the services to borrow from one another when one has. a deficit and another a surplus in a given item, At present, the Army, Navy and Afr Force each has hundreds of catalogs listing supplies on hand. Since 1947, these have cost the taxpayers $69 million to compile. 2 But in almost every case, identical items used by the three services are identified by different names and numbers in their individual catalogs. As a result, except for items with well-known names—for example, a jeep—an interchange of surpluses is almost impossible,
Buying Duplicated It works like this: Suppose the Army needs -500,000 radio tube sockets and the actually has a surplus of a million or so. ‘But
Navy
realizes that the Navy has what the Army's looking for. And so the Army buys something that
jactually is not needed. | Another according to the subcommittee, is
pig cause of waste, {the large variety of given items carried by the services. The Navy, {for instance, carries 14 varietieg lof a common casing nail. An in|dustry catalog-— -serving the entire nation--lists only five varieties. Here, the ‘saving in the bins needed to hold the nails alone would be considerable, the subcommittee pointed out. Much of the waste, the subcommittee feels, would be eliminated by a single standardized catalog listing identical items used by the three services by identical names and identical numbers.
$50 Million for Nothing But the first attempt to estab-

nitions Board—has cost $50. mil-

over the job in July, 1947, it estimated there were between two and one-half and six million supply items to be numbered. It gave itself four years to do the job. Today, nearly five years later, the board has succeeded in assigning stock numbers to 1,253,295 items. But half of these items have not been given names. And the stock number for these items
