The captain's mutilated body was found by a track walker. Swiss federal Police Chief Walter Balsiger said an “alleged Romanian . probably connected” with Karpe’s death was arrested “a short while ago.” He refused to give further details, even as to whether the man arrested was the same unidentified Romanian seized soon after. Capt. Karpe’'s death and released after questioning.
‘Dearest Friend’
Chief Balsiger's surprise an'nouncement was the first indication that Karpe's death still was under investigation and that the inquiry had spread’ to Switzerland. Capt. Karpe was a close. friend of Robert Vogeler, American businessman who only two days| before the attache’s death had been convicted of espionage in Communist Hungary and sen-| tenced to 15 years in prison.

Officer Schwartz had been an acting lieutenant in the traffic division and had been demoted to motorcycle patrolman. He ap pealed the action to the board, stating he had been promoted under the merit system in 1938 to the permanent rank of sergeant, The board today ordered him “reassigned as sergeant of police.”
