Sex Parties
TWO-Check at least once a year on the job classifications of all employees promoted since then. THREE—Report their findings to Congress no later than July 31, each year, In compliance, dezens of agéncies, already have started job classification surveys. Indications are these surveys may bring demotion for 5 to 10 per cent of thé employees involved. They also probably will bring promotion for a similar proportion. One recent example—admittedly extreme—involved a survey of 700 jobs in a Washington ‘bureau of the National Production Authotity. As a result of this survey, about 25 per cent of the jobs were down-graded (some as much as six grades) and almost the same number up-graded. Since Sept. 1, 1950, Government has created 650,000 new jobs. And, by best estimates, probably 250;000 have been promoted since that date by one grade or more. Thus, at least 900,000 employees —or about 35 per cent of Uncle Sam’s total—will find their jobs subject to the classification surveys.
New Regulations
In gn unusual rash rulemaki Civil Service Commission has issued these new regulations for Indianapolis area and other Federal employees: ONE — Former Indefinite employees returning from military duty may now be restored immediately to their government jobs --provided their agencies want to! restore them. Under the former rule, they had no job restoration rights whatever. They had to take new job exams, and compete with ull other candidates for the right o return to Government. Under the new rule, their agencies have discretion to give them preference over other candidates, but wre not required to do so.
TWO—Permanent employees who have transferred from nondefense -to defense agencies, and who seek to exercise re-employ-ment rights to return to their non-defense agency jobs, may do so only if they make application within 40 days after leaving the defense agency. There used to be no time limit. THREE-—-If a permanent employee who has transferred from a non-defense to a defense agency later is down-graded to a grade below that he held in the non-defense agency, he then may exercise his re-employment rights, and return to his nondefense job. FOUR—Government supervisors now must prepare written appraisals of the services, conduct, and general character of all probationary Federal workers—in other words, those who have served less than a year. Those who fail to win satisfactory appraisals must be dismissed. CSC said the appraisals must be made at least two months before the probationary period ends. FIVE—Employees transferring from one agency to another during their probationary . periods may complete the period in the second agency. Previously, they had to start .their probation all over again.

Sun Valley Snowslide
Kills an Instructor | SUN VALLEY, Ida. Jan. 19 (UP)-—A snow slide roared down the south ski run of Sun Valley's Baldy Mountain today, burying a ski instructor and two students. Rescue workers dug out Victor Gottschalk, German-born instructer, but he died an hour later. Another resort instructor said he saw the slide trap Mr. Gottschalk and two unidentified students on the ski course known as Broadway Run. Two workmen were caught by he slide, but rescue parties dug ‘hem out almost immediately.
