WASHINGTON,. Jan. 12—A Federal Per sonnel Council

—Committee has-recommended-complete-overhauling-of Civil Service’ Commission's complicated reduction-in-force (lay-

off) rules for government employees, inc lading those of the

Indianapolis area. Officials here predict CSC will accept the recommendation.

Under it, employees would be divided into six groups for lavoff purposes—instead of 23. The

much-eriticized ‘symbols for present groups—-symbols such as PA-1, TA-3, Y-2, X-3—would be scrapped ‘in favor of understandable labels. The: plan would ®*8et up three broad categories ‘of employees for layoff purposes edch divided into veterans and non-veterans.

ONE -- Uncomditfanal Rermanents—In this category would be all permanent employees (those with Civil Service Status) who

hold permanent appointments in their present jobs, TWO-—Conditional permanents Eermanent employees with nonpermanent appointments ‘in their

present jobs, This would include those serving probation: 11 periods, and also those re-instated or pro: moted since Sept. 1, 1950.

THREE Restricted - employees —-All non-status workers, including Indefinite, and so-called status quo workers (those who failed to qualify for status but nevertheless retained their jobs under one of the periodic Presidential orders blanketing large groups of workers into the competitive Civil rvice System), This would be the order of layffs when agencies trimmed their staffs: Non-veteran restricted ployees—first to go. Veteran restricted employees, Non-veteran conditional permanents. Veteran conditional permanents. Non-veteran unconditional permanents. Veteran conditional permanents. The Council committee also tentatively has ‘approved a new formula for channelling laid-off Government career employees back into Federal jobs. Under it: Such workers would be known a vailable Career Employees. They're now called Displaced Career Employees. Once separated from their jobs, they'd be transferred to a pool under Civil Service Commission Administration—and would receive their terminal annual leave at regular pay period intervals. Many agencies now give lumpsum leave payments Yo laid-off workers, They would be guaranteed a full year's furlough from their former jobs. Only a 30-day furlough is mandatory now. As vacancies occurred, they would have to be ‘hired ahead of all other candidates. However, they oould be hired on a trial basis—something not now, : If assigned to new jobs within the one-year furlough period, the reassignments would be considered transfers—and they would be eligible for permanent appointments. Under present rules; laidoff workers who are rehired get only temporary appointments.

Treasury opposition has blocked similar measures in the past. . . . Rep. Aime Forand (D. R. I.) says he's pessimistie about his bill to grant unemployment compensation to laidoff federal workers. Government employee unions, he charges, have done little to push the measure. . .. In a letter to agency heads, Civil Service Commission officially has confirmed that it's “considering” creation of a new-type job appointment, to be known as| Probational Indefinite for nonpermanent employees and future)

A—No. They must serve the full 90 days before they become eligible to use leave. Q—Can periods of furlough due to reduction-in-force be counted as Federal service for purposes of the new leave act?
