THURSDAY, DEC. 20, 1951 ——— ‘Indiana Cities Must Do With Money on Hand,’ Mayors’ Session Told

Indiana cities will have to struggle along on what funds they have without help from the state or any new taxes.

This was the advice given mayors attending the Indiana Municipal League's 51st annual convention, ending here last night. : Gov. .Schricker, answering a demand from mayors for state aid for cities, sald the state government is facing as many financial troubles as the cities. Dodging a flat refusal to consider aid for financially’ embarrassed municipalities, Gov. Schicker merely reviewed the state's money woes as a way of saying nothing can be squeezed out of the state’s treasury.

Revenue Might Slump

“Any slight change in the economic picture in Indiana could cause a serious loss of $10 to $15] million in state revenues,” the Governor warned. | “What can be eliminated from | government?” the Governor) asked. : “All of .us will have to start! thinking of those things more in| the future to avoid financial! crisis in government.” t The League adopted a resolu-| tion demanding that the legis-| lature reapportion its membership to give cities a fair representation|

During that time many cities have doubled in population without a corresponding increase in their representatives in the as. sembly, Gov. Schricker indorsed the league's demands for reapportionment. Hé suggested the only other way out of municipal difficulties would be some kind of new city taxes. “But that would bring a howl of protest from the taxpayers, so it looks like the cities will have to live within the present budgets from property taxes.” Mr, Brannigan, mentioned as a possible candidate for the Democratic nomination for governor, suggested that the state's 100-year-old Constitution might be revised to give cities more power of home rule to levy new taxes and rug their own affairs without the present control of the legislature.
