I Reds Don't Like Way-UN Acts Like Vicior

By United Press TOKYO, Sunday, Dec. 16 — Huffy Red truce delegates warned the United Nations today that the Communists will agree to nothing until the United Nations “drops the attitude of a victor.” They agreed to meet United Nations delegates again today, but in an atmosphere as icy as the frigid winds which whipped the conference tent at PanmunJom. The Reds were miffed- by an angry reading of the “military facts of life” by exasperated United Nations delegate Maj. Gen Howard Turner at Saturday's dismal conference session which lef} all disputed issues stuck on dead center, Chinese Snappy

Gen. Turner cut loose on the Reds, charging them with trying to win at the truce table the things they have lost ig battle. Gen. Hsieh Fan, listened in stony silence and then snapped: . “Since you take the attitude of a victor, why do you come here to negotiate? So long as you do

The Appellate Court ruled last October the committment - of a 15-year-old admitted arsonist to Boys School was illegal because the prosecutor did not take part in the hearing. “The judge cannot act as both judge and prosecutor,” the appeals body stated in its opinion. Cite Basis of Court

The fact that the prosecutor does not appear in juvenile hearings is the basis of the Juvenile Court system, local officers insist. Prosecutor Frank Fairchild, entering the_case, said in effect that the Appellate Court decision is equal to legislation in that it
