PANMUNJOM, Korea, Dec. 7—The United Nations proposed a new truce inspection program today, in an abrupt about-face, promised to discuss withdrawal of troops from Korea later in the armistice talks.
The Communists tentatively rejected the three-point United Nations inspection program at a truce subcommittee meeting, but agreed to study it further,
The Reds also side-stepped at least three new, separate demands for an answer to the Allied request for appointment of a seconed subcommittee to begin immediate discussion of an exchange of war prisoners.
The Communist delegates said they had forwarded the proposal to North Korean Lt. Gen. Nam Il, senior Communist truce delegate, and would relay his reply at “the proper time.”
