6-Point Plan Is Outlined By Council
By IRVING LEIBOWITZ An ambitioys mental - health program for Indiana, calling for adequate care and medical treatment for the state's 14,000 mental _ Patients, Was outlined today by the Mental Health Council. | The program, designed to shift emphasis from custodial care to active medical treatment, will be presentéd to Gov. Schricker’s Budget Committee Wednesday. The state's mental institutions, Some of which have been described as the best in the nation and others among the worst, will all be converted eventually to medical centers were every patient can obtain .active treatment, according to the plan. Program Outlined Here is the state's proposed program outlined by Arthur Loftin, Mental Health Council executive director, and Dr. Juul C. Nielsen, council medical director: ONE—Expanding psychiatric training for doctors, nurses and psychiatric social workers at Indiana University Medical Center and the newly completed LaRue Carter Hospital here. The object is to train enough personnel to fill state needs and to select a state psychiatric social work director and state director of psychiatric nurses, TWO—Build additional facilities for housing doctors and nurses at present mental institutions.

By United Press SEATTLE, Dec. 7 — Superior Judge Theodore S. Turner was to rule today whether to admit as evidence a wire-recorded “confession” in the trial of a prominent psychologist accused of prescribing sexual relationships with himself as treatment for four of his female patients.
The recording was described by both defense and prosecuting at-
trial of Dr. Louis Gellermann, 50-year-old former professor charged on four counts of having immoral relationships with his women patients.
Attorneys for the tall, handsome doctor contended the “confession” was obtained under “duress and fear.”
