New Low Point
PARIS, Nov. 22 (CDN)--The {vote of" confidence given to {Premier René Pleven by . the {French parliament Tuesday night junderscores anew the funda mental weakness of the chief executive of this key country of the Atlantic Alliance. eof With only 245 votes for him fagainst 228 plus 153 abstentions Mr. Pleven decided to remain in office, But his only reason was that should France find itself without a government just now there would be no French foreign {minister to talk with West IGermany’s visiting chancellor, {Konrad Adenauer or to attend the {Rome session of the NAT Council {beginning SaturdaV. { The first immediate ‘conse lquence of parliamentary lack of {confidence in the Pleven cabinet jis that, even with America's
to France in the coming 12: months from $200 million to $400
{million, Mr. Pleven -will be unable {to make any French commitments ‘at the Rome conference.
| The conference is scheduled to & {discuss and approve reports of
ithe “three wise men’ committee {W. Averell Harriman, Sir Edwin Plowden and Jean Monnet) on what sums members of the At
lantic Pact can provide for their 3
individual rearmament. The members should be able
to indicate whether or not they = agree on suggestions made by Mr, 4
{Harriman who also heads the {mutual security agency, successor lof ECA. | Mr. Pleven has promised to ex{plain France's Atlantic alliance {commitments to the National Assembly at an important foreign policy debate scheduled for Nov. 30. Observers here see little possibility of Mr. Pleven's being able to say yes or no to Harriman be,fore that date. The second consequence of Tuesday's vote is the fillip it gives the Gaullist group in parliament

in their efforts to form an opposition majority aimed at a new government with Gaullist leadership. To Get Him Soon Politicians who voted against Pleven or didn't vote at all Tuesdav night were conspicuously stating that if they didn’t “get” Pleven this time they would “get” him soon. 3 The reasons the Socialists and 4 independents preferred to risk the downfall of the cabinet by refusing to back Mr. Plevn is an- ¥ other indication of how little 3 awake is so-called moderate ji French opinion to either France's 1 responsibility in Atlantic defense 8 or the Russian threat. 4 The Socialists abstaified in petty: vengeance against the government subsidy -of religious & schools and disapproval of the j {Pleven plan for a European army. | The independents and the farm 2 |deputies abstained because they & are represented by only one 3 cabinet post and because Finance ? Minister Mayer's tax program 2 cuts squarely into agricultural #2 subsidies. The Nov. 30 foreign policy de- & bate is not the only one slated for # the immediate future. The proj- # ect of Mr. Mayer's new 200-bil- 3 lion-franc ($580 million) tax plan is also on the parliamentary agenda. Chances of the Pleven government surviving either or both is! generally "regarded in best-in-formed political circles as exceedingly slim. Meanwhile observers here are stressing the lessons to be drawn from all recent parliamentary debates, namely: ONE: That the French constitution must be modified to assure a soldier government majority 2 and a more efficient executive. TWO: United States policy ¢ either in respect to Marshall aid or the Atlantic Alliance is still very unclear to the average § Frenchman and a great effort should be made and quickly to & provide intelligent explanations g of both. 7 France, as these observers see # it, cannot either face the difficult | international responsibilities a ahead or make its voice heard
