Mr. Dulles expressed his strong opinion on Russia's rights under the treaty in a recent exchange Sen. Arthur V. Watkins (R., Utah). The letters were made available to the United Press. ; Following signing of the Jdpanese treaty at San Francisco in September, Mr. Watkins asked Mr. Dulles point-blank whether the pact amounted to a ‘cession’ of the Kuriles, South Sakhalin, Habomai and Shikotan islands to the Soviet Union? “My answer to this is no,” Mr. Dulles replied. Mr. Watkins has announced he intends to press for “reservations” on Soviet rights under the Japanese treaty when it is presented to the Senate for ratification early. next year.

Shaver in 1949 in connection with an application for a $75,000 RFC loan that never came through.
Mr. Shaver recently resigned as counsel for the Senate Small "Business Committee after ad- | mitting to the Senate's perma{nent investigating committee that he interceded with RFC directors to approve a $1,100,000 Ioan to a Miami Beach luxury hotel, He said he acted in the hotel case out of “personal friendship” for the hotel promoters. The loan | was never.actually disbursed. Mr. Shaffer, now a mortgage broker, disclosed that he recently was questioned by representatives of the Senate investigating committee. about his own dealings with Mr. Shaver.
