‘Happy Days Are Here Again'— .

By IRVING LEIBOWITZ Exulting Republicans, singing] “Happy Days, Are Here Again found - an old political weapon they intend to use today to pass their “home rule” public welfare program over stubborn Democratic opposition. ° They came up vesterday with a trick crafty politicians in the State Legislature have used with success in years gone by—substi-| tuting a whole new bill for one that already exists. i But they went the old time politicians one better. They replaced one bill with two others. The new bill would finance the state's public welfare program in the event federal aid again is cut off.
GOP Chiefs Confident
As a result, Republicans are virtually assured of passing the welfare measure and could end the special session by tomorrow or Friday. The Republicans, blocked for 30 days in their efforts to pass such a welfare program, ‘necessary votes They had 25 votes. votes are needed for a constitu-tional-majority in the Senate. Now. however, the Senate Republicans need only a bare majority, which they have. Here's how the Republicans pulled what some lawmakers are calling “the neatest trick of the session: In House Judiciary A Committee, they sliced away all of the bill which would postporie the anti-secrecy law. Sen. Conrad, now a patient at the Mayo Clinic, is not expected to come back unless he stages a quick recovery. Most. Republicans and Democrats hope to go home as soon as the GOP program passes. However, Republican leaders intend to wait and see if Gov. Schricker vetoes the bill. If he does, they want to be here to pass it over his veto.
