Ignore Truman pu Stand That Act JE

“prices

Is Unworkale

: By United Press WASHINGTON, Oct. 21—The Office of Price Stabilization may be able to “hold the price line" under the new controls law despite President Truman's contention that the act is unworkable, an OPS official said yesterday. The statement

was made by

E. F. Phelps Jr., director of price!

operations, as he issued new price control standards for manufacturers and processors. The new standards call for price rollbacks wherever possible and increases only when absolutely necessary. Mr. Phelps told reporters ‘there are many reasons to believe there is a chance of holding the line on

ceiling prices.” Previously. President Triiman and Price Stabilizer Michael V

DiSalle had opposed the new act on grounds that it would push up instead of down and that 'it contained ‘“adminstratively unworkable* provisions. Cites 5 Objectives Mr. Phelps outlined these objectives for the new OPS program ONE stabilized

Rapid buil®ing of a more price structure. TWO- Supplanting present interim regulations with tailored regulations adopted specifically for each industry or segment of an industry, based on its own particular problems-and practices, THREE Applying identifiable dollars-and-cents ceiling prices iff every case. possible, FOUR-- Reducing ceiling prices wherever permitted by law and by the over-all requirement that ceilings must be generally fair and equitable to an industry. FIVE-- Increasing ceiling prices in instances where, because

of cost increases, exsisting ceilings no -longer are fair and equitable

Mr. Phelps emphasized the new regulations would not necessarilv result in higher ceiling prices.

He pointed to a recent policy memorandum by DiSalle which faid:

Our objective must be to keep from increasing prices and to

THE RAILWAY EXPRESS CO. has been losing its tattered shirt, thread by thread. But if 1 were

buying stock today, that's where I'd be inclined to look for better earnings. The post office was losing 13 cents a package. And that loss

could have been melted away by 1dding 13 cents to the stamps. But Congress, in its collective wisdom, {airly pushed the business from

the post office into laps of the express boys. Next question. Can Railway

Express handle the load? If you've ever seen the express loading dock around the holidays you'll wonder: where they'll. put the extra stuff, and when it will get delivered. . u nn H AND THE EXPRESS company orobably already is wondering where it will get the help. Which means you may be . wondering when you'll get your packages. With a single vote the Congress took both the parcel post system, and the express company out of the red.

If anybody goes in the red, anger or ink. it will be the shipper. That's you. A Whee—Wheels I DON'T KNOW why peaple wear shoes, unless it's to keep
