* Twelve candidates running for nine seats on the City Council pfactically have been “lost” in the dim background of the Nov.'s municipal election campaign. But actually’ the nine winners in these races will have more fo say about spending $20 million of Indianapolis’ tax money than the Mayor himself. These candidates have been overshadowed by the spotlight of campaigning between the mayor-
[ alty candidates, Judge ‘Alex Clark, Republican and Mayor Phil Bayt, Democrat.
Also there are tevo candidates for the important executive post
of City Clerk. They are Mrs. Grace M. Tanner, Republican, former executive
secretary to the late Mayor Tyndall and present City Clerk Richard G. Stewart, Democrat, seeking re-election.
In addition to her work at City Hall, Mrs. Tanner was state director of the Indiana Heart Foundation three vears and has been active in GOP politics more than 15 years,

Mr. Stewart, an attorney hele for 18 years formerly was a member of the Marion County Liquor Board and is a veteran of World War II, having advanced to the rank of colonel in the field |
Two of the six Republican candidates for the City Council now are minority members of that legislative body Charles P. Ehlers and Joseph Bright, seeking reelection. Mr. Ehlers, secretary-manager of the Indiana Bakers’ Association, has been a GOP leader many vears, serving as a'member\of the legislature during the 1941 and 1943 sessions. He has specialized in traffic and smoke abatement problems.
Stresses Economy
Mr. Bright, sales representative of an electro-type firm, is seeking re-election on a government economy program. He has stressed economy in matters before the present council. Four other Republican Council candidates are John A. Schumacher, Carter W. Eltzroth, Glenn W. Radel and J. Wesley Brown. Mr. Schumacher, dustry salesman, of the City Council four years during the previous Republican city administration and was a member of the council a total of nine years. He was a candidate for the GOP nomination for Mayor back in 1947. Veteran GOP -Leader Mr. Eltzroth, an employee of! the Indianapolis Power & Light! Co. 31 years, has been a GOP] leader many years. Mr. Brown, a hardware merchant, is secretary of the Indianapolis Retail Hardware Association and has been active in the Lutheran Church, Exchange Club and Masonic orders. An emplovee of the New York Central Railroad as conductor "for more than 40 years, Mr. Ross has been a member of organized labor for 50 years. ° Mr. Lupear, an engineer for the Indianapolis Power & Light Co.. has been a member of the Council for only half of the past fourvear term. He was elected by the Council to fill out the unexpired term of the late Miss Mary Connor two years ago. - Laipear was Democratic chairman of the 12th Ward many years. The nine Council candidates receiving the most votes will be certified as- members Of the next Council. This assures a minority membership on the Council. The minority members would be the three Republican candidates receiving the most votes. If the Republicans win, the six GOP candidates receiving the’ ‘most votes would comprise the majority membership of the Council for the _hext four years.
