Motors says the nation must build “dual purpose” manufacturing plants capable of quick changeover from civilian to defense pro-' duction for “several generations if necessary.” He proposed a new-type plant ag the basis for a “permanent” defense program last night in a speech before the American Ordnance Association Convention.
