PHILADELPHIA, Oct. 5 (UP) —Government officials believed today that customs officers: had cut into the supply line of a giant international narcotics ring when they .arrested three French seamen on charges of conspiracy to bring $500,000 worth of heroin into Philadelphia. The seamen, crewmen of the French freighter Domfront, were held in $25,000 bail each yesterday after customs agent Alfred T. Kirk seized 40 ounces of pure heroin. The ship docked here Monday and the sailors were arrested ‘Wednesday night.
