‘Complacency, Overcrowding
By CARL HENN There's an amazing feat of magic waiting to be performed in Carmel. Leading residents are preparing to make a township disap-
pear. In its place they'll conjure up a new high school. If the abracadabra succeeds, Carmel will have found an answer to the shameful overcrowd-| ing that now packs 621 children | into a school built for 300.
If it doesn’t succeed . . . desper-|§ ate parents are afraid to say|@ where they'd turn’ next,
Yesterday, the town just north | of Indianapolis turned out to|g watch 12 grades of school kids parade through the main streets. The children carried signs and rode floats that gibed at years of dawdling, economizing and poli-|: tics which have robbed young-| . sters of the right to adequate educational housing.
On its surface, the parade celebrated Carmel’s homecoming football game with Edinburg. But teachers and parents had|’ joined forces to shock Carmel’s complacent element into realizing the need for a new school. School In a Tepee? One class wore dunce caps-and carried signs which read: “Our School Unfair to Dunces — No|% Empty Corners to Sit In.” Pint-|; sized Indians asked: “What Next?

Not only does the state lose $3.5 million this py Sekend because of alling but apparently the GOP has been costing the state $200 a month for nothing. This is a bad practice.”
Called Side Issue
Btate Rep. Leo Kriner, Republican attorney of Indianapolis, said the Hill-Millis feud was a “side issue” to the main welfare problem, He said he was only interested in settling the welfare problem, Another Republican, State Rep. Nelle B. Downey, Indianapolis, said she saw nothing unethical about Mr. Hill having the two positions. However, she said Mr. Millis was seeking political retaliation in firing Mr. Hill.
“It is unfortunate the welfare issue has to be become messed up in politics,” she said. sHere's the background in the Hill dismissal; As GOP press agent, Mr. Hill has been forced to go along with State Chairman Cale Holder and other top GOP leaders in pushing the “home rule” welfare program. When Mr. Millis and other “rebel” Republicans split with the GOP organization, both sides threatened political repfsals. Mr. Hill apparently is the first casualty.

townships lie on the west, central and east line the south end of Hamilton County. Carmel's ele-
mentary-high school gets pupils from all of Clay and from Dela~ ware as far east as White River —almost to Fall Creek Township. Little Fishers High gets those pupils who live east of White River. Propose Consolidation
Until two years ago, township indebtedness, politics and inability} to get along kept people in the three townships from working together to solve the situation. . A petition for consolidation of districts was voted down. Now, under Indiana law, signatures are being gathered to petition Hamilton County’ Commissioners for elimination of one of the three townships. Its area is to be split among the other two. At the same time, leading civic figures in and around Carmel are planning a holding company to sell bonds for a new high school. If no opposition arises, the two schemes will come together and start functioning in time to break ground in the spring on a new high school. That will leave the present Carmel school for elementary pupils alone . .. and they certainly need it. { “Last year,” sald Principal Johnson, “we were go pressed for space we wanted to convert the coal bin in the basement into a classroom,
