PARIS, Bept. 28. (CDN)—Con-: gressional cuts in European aid plus increased military programs in connection with Western Eurodefense plans threaten a na-! onal catastrophe for France. Rapidly increasing signs of deterioration in French economy are already bringing rumors of new franc devaluation before the end of the year, along with similar steps in Britain and Italy. France expects a dollar deficit in 1952 of several hundred millions due to decreased exports, constantly on the down-slope] since last April, and the easiest way to increase exports and the value of gold reserves is devaluation. France's economy is also threatened by rising living costs and § , increased government expendi-§ . tures due to wage adjustments. Since January the. prices of all commodities have been upped by, 25 per cent. i Wages have gone up 12 to 15 per cent in government services| and almost all private concerns, but workers and state employees have both announced intentions fo continue pressure for better pay. Just Wednesday the Pleven vernment decided to increase’ state officials’ salaries by 12 per cent. This alone will cost the government 135 billion francs’ {3301.5 million), Unless a financial program for fearmament is worked out at the December meeting of the North Atlantic Treaty Organization in Rome the French feel their predicament is bound to reflect against the rearmament program, particularly the promised formation of five new divisions by July,
