gi 3 Chart Peace Pact For Germany
Formal Talks To Open Today
By United Pross WASHINGTON, Sept. 10—The, United States, British and French Foreign Ministers begin charting] today the path for a peace settle-| ment with Germany. With the Japanese peace treaty| signed, the Western Allies’ govern-| ments must decide how to restore! Japan’s partner in defeat to the] peaceful family of nations. They also may discuss the possibility] of a separate peace with Austria] and a liberalized treaty revision for Italy. But the problems facing Secretary of State Acheson, British Foreign Minister Herbert Mor-| rison, and French Foreign Minister Robert Schuman are different than those which led to the treaty of reconciliation with Japan. The three flew back from San Francisco together yesterday to begin formal conferences here today. “Political Contract”
The three hope to iron out de- | tails of a “political contract” with Germany that would, in effect,| wipe out the occupation and give) the federal republic nearly complete independence. The pacti—roughly comparable, to the peace treaty with Japan— would permit the Allies to keep troops in Germany, but at the same time give it the freedom it needs to become a full-fledged member of the western bloc. The three nations generally agreed on the contract. They differ on some of the safeguards to insure Germany's democratic development and co-operation with the West. The three diplomats will tackle also the tough problem of how to use German forces in Gen. Eisenhower's Atlantic Pact army. They admit German units must be employed, but differ on how big they should be and whether they should operate separately or as an integral part of a European army.
Important Difference Essentially, the Foreign Ministers would like to give Germany the same peace treatment as Japan. But whereas Japan was not divided Germany is. That adds to the problems. Western forces still face Russia Berlin, largest German city, is an island in Russiancontrolled territory. When Mr. Acheson flew back from San Francisco yesterday, he said that the Japanese treaty “very -greatly strengthens the possibilities for peace.” “We have done very well,” Acheson said. Although Mr. Acheson said the three Foreign Ministers had begun outlining their talks, the formal conference' will not get underway until late today (2:30 p. m. CDT) when Mr. Acheson and Mr. Morrisdn hold a préliminary meeting to iron out AngloAmerican Views on key issues.

They found bullet marks and a dozen. 50-caliber slugs in and around a group of tile-roofed stone houses about three-fourths of a mile from the conference site itself. This, they said. disproved a Communist claim that the plane made only one pass over the houses during the alleged attack.
