Up to the end of July, through four months of “the fiscal year, Mr. Abbott's surplus on the books stood at $408 million. At that rate it could run to $1.2 billion or one-third of budget. Two factors are chiefly responsible for this situation of fihancial plenty. A business boom which has sent revenues soaring, {and a slower rate of spending lon defenge than was anticipated. | Here's the sad tale: Mr. Abbott’s present tax scale {is geared to provide money for a $5 billion, three-year defense pro- | gram, with $1.5 billion earmarked for the Army, Navy and Air Force this year.
