This cut was not made where military goods are concerned, hut chiefly where economic aid might be possible That seems to show a total lack of appreciation by Congress of the fact that we are not just trying to strengthen military forces in the free areas of the world, but

also trying to strengthen the economy of all countries In the hope of raising the standard of

living in underdeveloped areas.
