Dream Comes rue, in Wood nd Limestone

Couple Here Plans Home 10. Years

Dreams do come true once in awhile, especially if they center about a home.

And a dream home is fast becoming a reality for Bob and Neva Frame. Their plans and ; ; hopes are materializing into’ a x ; neat five-room Bedford stone ranch home atop a scenic slope overlooking a quiet little lake.

Confusion Rampant

Nearly all builders and some newspapers (not this one) were confused here this week by the new construction regulations under the Controlled Materials Plan. The bewilderment also extended to the local National Production Authority office, where Bill Rightor, NPA director here, had not received any instruction or information on the new regulations as late as four days followIng the announcement.

A new approach {oo battle shortages is being launched by Washington--this .one aimed at mortgage money. The Federal National Nr tiraRe Association tFanny May) has cut down on its buying and of the ordinary Kind of government insured mortgages Of the money thus saved, about $350 million has been tabbed for

buying up home mortgages in some 30 defense areas where housing is critical. \

It should give quite’ a boost ta defense housing. Fanny May has relaxed demands that mortgage holders wait two months before selling to| her, but only for builders in defense areas. This makes for faster turnover for the money lenders and should spur building to some extent.

New Construction Up During July

New construction valued at nearly $2.8 billion was started during July, the Building Materials Division, U. 8S. Department of Commerce, and the U. 8S, Labor Department's Bureau of Labor Statistics reported this week. The preliminary estimate of new construction dollar outlays in July represented an increase of 3 per cent over both the June 1951 and the July 1950 figures. Increasing effects of restric-| tions on building became evident! in July. Private homebuilding

activity failed to show the usual seasonal increase and was about 30 per cent under last year's

record rate. Commercial building began to drop and there was a continued! decline in construction of social and recreational facilities. Peacetime public works

in July. Highway construction activity rose less than seasonally and was slightly under a year ago. Reclamation and flood control work was off slightly from July 1950 levels, in spite of the priority being given to powerproducing projects. Total private outlays for new construction amounted to $1.8 billion in July 1951--2 per cent above June, but 8 per cent below July 1950 levels. Public construction expendi(turesf of $932 million were up 6

per cent from June and 37 per
