First Newspaperman The Oatis case is regarded here as especially significant because he is the first newspapérman to be imprisoned behind the Iron Curtain on the familiar Communist allegation of spying. Heretofore, newspapermen have been expelled from foreign countries for writing dispatches which the existing regime disliked. But none have been the victims of a staged espionage trial. The State Department has announced as its primary concern the obtaining of Mr, Oatis’ release. In the case of the American businessman, Robert Vogeler, who was imprisoned in Hungary on similar charges of “spying,” this government succeeded in getting his release by removing retaliatory actions taken against Hungary when he was arrested. Hungary's consular offices here were reopened, the ban 61 American travelers to that country was removed, and certain Germanheld properties which the Hungarian government claimed were restored.

Keeping It Secret

Official. measures under consideration in Mr, Oatis’ case are, of course, a matter about which authorities are saying nothing. Speculation on the possibilities, however, include possible economic and diplomatic pressures which might be applied but do

not appear effective at this point. if
