County Welfare Budgeteers Just Shun That Big ?

Twenty-three optimists looked over the new Marion County welfare ‘budget last night, and noBody asked the $21 million queson. . That’s what made them optimists, The budget: they talked about was based on continued receipt of federal welfare aid, a highly moot issue involving $21 ' million a year to Indiana. The budget they did use—ap- + proved by the Welfare Board and . introduced last night to a County + Council committee—presupposed that Marion County will receive ¢ about $2.5 million from the U. 8. : in 1952.

On that basis, it calls for $715,-

325 more than was approved for the 1951 budget. And it would call for a tax levy of 37.9 cents as

compared wv the current 21.75!

this year. Both boosts are up to the County Council, The 1952 budget request is $6,356,680, as compared tn the 1951 appropriation of $5,641,355.

Welfare officials were cut last |

year from a record budget request of $7,203,162, and the difference is what they hope to make

up partly with the 1951 emergen- |!

cy request. There was some good news in 1952 cost outlook. A drop of about 10 per cent is expected in the number of individuals seeking old age assistance and aid for

dependent children. This is due;

to the boost in social security payments and to more job opportuni-

ties, according to Welfare Director John C. Mueller. However, the drop in numbers will be offset i

somewhat by rise in costs per! recipient.

‘All We Could Do’ ; These and smaller items were

eombed for nearly-four hours by‘ Board members, Councilmen and 4

members of the Citizens’ Advis-! ory Committee for Marion County Welfare. And not once did the big federal IF arise. After the) session, however, some of the 23 attending admitted the question] kept sticking in their minds. “We don’t know if we're going| to get it, but all we could do is| . figure the budget this way,” said!

Dunn Moore. Mr. Mueller agreed: “I know |i this budget might not stick, but those are our needs. If the money doesn’t come from the govern-| ment, or a like amount from the|

state, then this will be full of |

In the meantime, they wanted Council approval of $287,000 more

for old age relief and $253,000

Old age assistance would cost © $2,929,500 ($2.7 million appropri-! ated this year) and aid to de-| pendent children would take! $1,548,000 ($1.5 million this year).!
