Security Checks Dam Up Flow of Soviet Refugees

-~The displaced persons prob-

lem, badly mishandled from the beginning, is becoming one of the major scandals of the 20th Century, a blot on the lumanitarian record of the American people. Latést develgpnients indicate the American Adminis‘tration and Congress have both failed to grasp the facts.

First mistake of the western powers, now openly acknowledged and bitterly repented, was to return 5'; million refugees to Soviet controlled Europe between the war's end and 1947. Some went willingly but millions were forcibly repatriated despite the certain knowledge that they would face banishment and In some cases death, Nobody knows how many refugees remained behind in West (iermany. One authority has estimated there are nearly 3 million Russians In the American zone there are officially known to be 15.000 to 20,000 “Ukrainians” who are probably Russians. There are officially stated to be 160.400 refugees who are suitable for emigration to other countries and about 23! not suitable, About 50.000 family groups or individuals now are being processed for emigration to the United States, = u n AT THE END of 1951 the International Refugee Organization will wind up its official existence and further care of these people will be handled by the German state, a number of voluntary organizations including the World Council of Churches, the National (Catholic Welfare Conferénce, the Lutheran World Federation and the American Joint Distribution Committee, and a United Nations commissioner for refugees.
