Points Out Obstacles

Pointing out that many critics of Secretary Acheson have demanded his impeachment, Sen. Case said such an action would require a long and probably bitter trial, and a the Senate to be successful. On the other hand, he said, the State Department could be abolished and the new foreign affairs agency set up in its place by a simple majority vote of Congress. He observed that the recent armed services unification, by which the Army, Navy and Air Force were merged in the Defense Department, was brought about in this manner. Moreover, he added. when the present agency originally was established, in 1789, it was known as the Department of Foreign Affairs. It was altered to the Department of State when it was given the job of handling certain: domestic matters as well as conducting U.S. foreign affairs. Good Time to Do It “Now that we've got away from that practice and have piled on the department so many duties strictly in the field of foPeign relations,” the © senator said, “it would seem a good time to reorganize in the interest of economy, efficiency and a more effective administration.” After Sen. Case introduced his bill, Sen. Robert C. Hendrickson {R., N.J.) endorsed it and asked to serve as a co-sponsor. Sen. Irving M. Ives (R.. N.Y.) was among several other members who assured Sen. Case of their approval of the plan. So far no Democratic senators have! registered their support. And the Truman administration is expected to oppose it vigorously. The hill was referred to the Senate 'oreign Relations Committee.

Appellate Court Rules

Against Chiropractor

The Indiana Appellate Court today reversed judgment of Fulton Circuit Court and ordered it temporarily to enjoin a Peru chiropractor from practicing medicine without a license. The lower court den.ed a temporary injunction sought by the State Board of Medical Registration against Chiropractor A. L. Frasure Nov. 21. The state court said evidence showed Mr. Frasure had no license to practice medicine and had never applied for one. : Mr. Frasure's case, filed in Miami Circuit Court ‘in 1948, was transferred to Fulton County on a change of venue.

Edmond Huffman, 54, of 629 St. (Clair St.. was ordered into court for having no city dog license. Robert Mitchell, 13, of 709 N. East St., reported he was bitten by a dog owned by Mr. Huffman.
