OTTAWA, Ontario, Apr. 21 (UP)—Canadian officials said today the final draft of a *\ treaty ‘covering military bases leased by the United States in| Newfoundland has been initialed by both governments. The new agreement will supercede terms of a 99-year lease set by Britain in 1940 when the bases were established on what was then a British ‘territory. Newfoundland became part of Canada in 1949. Terms of the treaty were expected to be released after final consultations now underway. in Washington, the officials said.
